Windom Park Citizens in Action - Neighborhood Meeting

Meeting was called to order at 7:10 p.m. by co-president Kevin Reich. Motion was made, seconded and carried to approve agenda. Motion was made, seconded and carried to approve minutes. Treasurer's report was presented and discussed. Staff announcements were passed around via folder.

Possible Stinson bikeway and issues related to Park Board's Grand Rounds Missing Link project were presented and discussed. Parks Commissioner Walter Dziedzic said no decisions have been made on any routes; Citizens Advisory Committee will provide report this spring to park board, and St. Anthony Village officials said they don't want connection in their city on St. Anthony Parkway. Isn't CAC report due March 13? Possibly. Proposed resolution was presented in writing, opposing Stinson as auxiliary route and promoting Route G instead. Motion was made (Lois Kelly), seconded and carried, with one “no” vote, to approve the resolution as presented, with the addition that the new task force report back at the April WPCiA meeting.

Meeting on 18th Avenue Bikeway is Feb. 27 at Putnam School.

2008 Home Improvement Program will be finalized at this month's board meeting. This area will be on code inspections sweep this spring/summer.

Central Avenue Small Area Plan 45-day review period begins today via city. WPCiA rep Chris Bubser recapped the plan. City's comprehensive plan is also under review; WPCiA will ask that neighborhood node at 22nd and Johnson be retained.

Updates were provided by City Council Member Paul Ostrow on fire department staffing, 18th Avenue bike lane funding, Porky's issues related to compliance, and city's Framework for the Future.

Framework for the Future was discussed. Comments: Old planning districts did not function well (prior to NRP). NRP was envisioned not to end in 20 years but as beginning of wise investment in citizen participation. NRP is the crown jewel - other cities look to Minneapolis as example of how to do this - They want to be us. It's nationally and internationally acclaimed. We can't be successful if we don't have a voice. Action in 2009 is too late. Motion was made (Doron Clark), seconded (Lilly Bubser) and carried unanimously per written resolution (with addition of index of other sources considered to date) to support TIF district extension, independent governing board with at least 60 percent selected by neighborhoods, and program staff reporting to governing board.

Tax-forfeited lot at 1005 24th Ave. NE was discussed. Motion was made, seconded and carried to support split of lot between two adjacent property owners.

Open Forum: Motion was made, seconded and carried to approve request from park director for $300 for Bunny Party on March 22, to come from WPCiA's Carnival revenues. … Arbor Day event will be April 26, with tree give-aways and plantings on a denuded block west of Fillmore. Wind in Trees will be installed at Johnson Knoll. Tree Task Force will submit formal request for $100 for videotaping. Next meeting is first Tuesday, 6 p.m. … Don Anderson was presented with a Certificate of Appreciation for his many years of volunteer service to the neighborhood.
